option to enable touch swipe on empty rack space

I've accidentally noticed, that when I touch workspace empty space, it drags and scrolls with inertia like it usually does with swiping in apps and that's cool. Maybe add option to enable rack's empty space as swipe area as well? Personally, I'm more comfortable to drag racks by their headers anyway, and I don't use drag rack from empty space at all.

Also, when I've accidentally set scrollbar size to 0 it just disappeared without any way to restore it in the workspace. The only thing I could do to still being able to scroll around is making margins as wide as possible, so I could swipe a bit from those tight empty spaces. If I hadn't touch input, it would be impossible to swipe or scroll in this situation. It's kind of a bug, but at the same time given the suggestion above it's something that needs a bit of rework in general, in my opinion.

So is it possible to add touch option to swipe on empty rack space rather than drag it? it would be way more useful. Also I though in some older versions swipe worked in Interface Builder, but it doesn't, which is a hassle too. would be great if it also had horizontal scroll/paning.
