Shape Control Panel Lock - Graphical Design

I would love to see the ability to have some Draw Design elements, already we have some shapes...however...

They do not lock down to the control interface, and you cannot override their position to keep them in place.
If we could have the ability to lock their position, then square shapes can be used as like a border for several controls to help organize.
